Abstract：China’s fine chemical industry in order to adapt to the market will be part of their non-core outsourcing, but there is currently a lack of outsourcing contractor selection,evaluation system for this industry.The article uses first-hand data collected from interviews with fine chemical companies and experts, and uses the programmed grounded method to construct an evaluation index system for outsourcers, and then collects corresponding data by interviewing experts in the field, and uses hierarchical analysis to determine the weights of each index in the evaluation system.The conclusion shows that the industry selects outsourcing providers most highly on price level, operational capability, performance capability and quality management system, and least on HSE control capability.The findings of the study provide theoretical support for enterprises to select and evaluate suppliers.
