Ice and snow tourism stands is the mainstay of the winter tourism market, bringing unprecedented travel experiences to people. The three provinces in Northeast China are rich in ice and snow resources, which is a key zone for China to establish ice and snow tourism resorts. Through literature research, logical analysis, and other methodologies, this article focuses on ice and snow tourism resorts in the three provinces of Northeast China. Based on the explanation of relevant concepts, it analyzes the potential and strategies for high-quality development of ice and snow resorts. Research has found that Northeast ice and snow tourism resorts possess numerous excellent conditions, including resources, markets, and policies. By integrating innovative elements into their operations, they are increasingly thriving. However, they also encounter numerous challenges, such as insufficient product differentiation, outdated service provision, and a lack of collaborative mechanisms. In light of this, this article proposes several measures: rational allocation of ice and snow resources, enrichment of ice and snow festival activities, enhancement of ice and snow product quality, improvement of ice and snow facility construction, strengthening of ice and snow talents, and enhancement of the ice and snow coordination mechanism. These measures aim to foster high-quality development of ice and snow tourism resorts in Northeast China.
