Murahatibu, the punitive measures formed in the countryside of Japan in the Post-Edo era, is particularly analyzed in this article in terms of mentality, causes and its manifestations in the modern Japanese society. The formation of Murahatibu is closely related to the Japanese natural environment, Rice Cultivation Culture and Confucius Culture. The Rice Cultivation Culture exactly brings Japanese a Collective spirit, for frequent natural disasters makes the people cooperative and pull together to reduce the damage. Besides, the “Peace is the best option” ideology in the Confucius Culture really plays a great part in the formation of Murahatibu. Thus in their social life, Japanese people pay close attention to their accordance with the whole group and anyone who sacrifices the benefits of the group is undoubtedly excluded and regarded as humiliated. Nowadays in the society, the Murahatibu ideology is still deeply rooted in the Japanese mentality, though banned as punitive measures. Owing to this Shame Culture, Japanese people tend to remain their Murahatibu mentality spontaneously up till nowadays.
