内蒙古在基本草原划定过程中存在着经费难以落实、部门之间的利益冲突日显突出等问题。提出了建立草原保护红线推进机制、草原保护红线划定管理机制;健全草原保护红线划定的保障机制,强化草原生态监测与评估机制,以及尽快构建草原牧区可持续发展模式等在全国开展草原保护红线划定的对策建议。
Abstract
This paper summarizes the successful experiences and problems in the process of designating the basic grassland of Inner Mongolia autonomous region. It is stated that problems such as difficulty in ensuring adequate funds and conflicts of interest between various departments, etc. have become more and more prominent. To approach the problems, the paper suggests that breakthrough mechanism and designating management mechanism for grassland protection red line be established, safeguard mechanism for grassland protection red line be perfected, monitoring and evaluation mechanism for grassland ecology be improved and mode for the sustainable development of grassland pastoral areas be built.
